The Nigerian Medical Association (NMA), Lagos State Chapter, has raised concerns over what it describes as a looming administrative crisis at the Federal Neuro-Psychiatric Hospital, Yaba, following the controversial retention of Dr Olugbenga Owoeye as Acting Medical Director despite the expiration of his tenure.
In a statement issued on Monday, the Chairman of NMA Lagos, Dr Babajide Saheed, emphasized the need to uphold due process in the appointment of an Acting Medical Director, warning that failure to do so threatens the integrity, efficiency, and overall stability of the institution.
“The NMA is duty-bound to speak on behalf of its members and the broader healthcare community when actions within the system undermine integrity, efficiency, and the well-being of patients and professionals,” Saheed stated.
He expressed dissatisfaction with the decision to retain Dr Owoeye, noting that any second-term appointment must be based on merit and follow proper procedure as outlined by the Public Service Rules and relevant federal circulars.
“We commend the Honourable Minister of State for Health, Dr Adekunle Salako, and the Federal Ministry of Health for their initial responsiveness to staff concerns. However, we are compelled to register our strong dissatisfaction with the decision to retain Dr Owoeye. This move is deeply concerning,” he said.
Dr Saheed called on the Federal Ministry of Health to uphold the principles of transparency, meritocracy, and adherence to civil service rules by appointing the next most senior and competent officer as Acting Medical Director, pending the substantive appointment.
Citing Circular SGF.50/S.II/C.2/268, the NMA demanded an open, transparent, and merit-driven process in the selection of a substantive medical director and warned against actions that could lead to crisis within the institution.
“The health of Nigerians is not a bargaining chip. It is a sacred responsibility that must be safeguarded by all of us,” Saheed affirmed.
He further urged the Ministry to work collaboratively with professional bodies such as the NMA and the Medical and Dental Consultants Association of Nigeria (MDCAN) to prevent a deterioration of the situation and protect the legacy of the Federal Neuro-Psychiatric Hospital, Yaba widely regarded as a flagship institution in Nigeria’s mental healthcare system.
The NMA reaffirmed its commitment to promoting institutional stability, staff welfare, and quality, patient-centred healthcare delivery in line with President Bola Tinubu’s health agenda.
